Clinton Water District (CWD) recently shared their response to the September 2025 Island County Public Works notice regarding recent changes to the Franchise terms. With CWD’s permission WIWSA is making their response available to the membership along with the Public Works notice (links below).
This issue was first discussed at the 2025 Annual Member’s Meeting where WIWSA President Randi Perry read a letter that the WIWSA board had sent to Island County staff and the Board of Island County Commissioners requesting reconsideration of these announced changes affecting all new franchise applications and renewals. WIWSA’s letter is also linked below.
The changes to the Franchise requirements was the featured topic at the Q1 Members Meeting in March 2026. Ed Sewester from Island County Public Works, and Joanne Skaar and the NW Natural team who provided their perspectives in a discussion that included comments from members at the meeting. We expect to return to this topic at the Q2 Members Meeting on June 16, 2026 with an update from Ed and some time for discussion.
