Group B SMA Rule Exemptions

There was some discussion at the April 2025 Group B meetup about pending legislation that would exempt some Group B systems from the requirement to hire a Satellite Management Agency (SMA). That legislation has gone into effect and the Office of Drinking Water (ODW) issued a statement in July about the implementation details.

In summary, SMAs will only be required if a Group B water system:
(i) Is required to provide treatment to meet water quality standards;
(ii) Provides fire flow;
(iii) Has atmospheric storage; or
(iv) Serves ten or more service connections

If you’d like more information please review the ODW announcement and the House Bill 1947 fact sheet. The Island County Environmental Health is the authority for Group B water systems within Island County if you need assistance you can start with their Drinking Water website.
